The arrival of Mr. Colman coincided with your personal note to me mentioning Sir Mark Young's wish for further consultation on the subject of the projected Port Trust.

After a full discussion with Mr.Colman

I suggest, subject to your agreement, following programme:-

The London Advisory Committee, which has been in suspense pending Mr. Colman's return, to be notified of his arrival and advised of a further meeting about the end of this month or early April;

The draft Ordinance which Mr. Colman has been preparing to be put into shape and duplicated and circulated for discussion at that meeting;

A preliminary discussion (as you suggest) to be arranged at which Sir Mark Young and yourself would see Mr. Colman, Mr. Melmoth and myself, with Mr. North also present; perhaps Sir Mark will suggest a date suitable to himself about the end of next week (I am booked for the afternoons of Monday 25th and Tuesday 26th);

(a) Mr. Colman wants to see two important

Hong Kong Government officers viz. Commander Jolly (Harbour Master) and Mr. A. Nicol (Port Engineer); but this must, I think,
